Not sure if this is a HTML or Programming Question: Wordpress Content Appear After Time/Viewing

Hey guys, after each of my blog posts I have an email opt-in box that is shown.

It comes right after the content, and its hard-wired into the code of my website. (It's not a plugin).

Is there anyway with something like javascript or jquery to make the opt-in box not appear until (1 second) after the viewer has scrolled down to the bottom of the blog post?


It has its own div tags, so this should be pretty simple?
