Content Mill / Writer Management Software?

I'm looking for something similar to what scripted.com, writersdomain.net, or articlez.com uses. I need a PHP application that allows me to create or upload projects and assignments in the back end, and writers can accept, write, and submit on the front end. I've looked at various "project management" apps but none of them seem to work the way I need them to.

Any assistance on what these types of applications are called, or the names of any products currently in existence would be appreciated.
