2nd tier links anchor text

Hey guys. I am a little confused about how to build 2nd tier backlinks 
. Is anchor text important for 2nd tier backlinks? Or can the anchors be irrelevant to the money site?
If my money site is about dog leashes then I know some of my first tier backlinks should have anchor text with keywords relevant to dog leashes. But when I build a second tier to link to the first tier, do I also need to have anchor text related to dog leashes? I have no need to make the first tier urls rank, I just want the money site to rank.
