Of course, google algorithm checks the total number of back links to give rank for the website. Google consider a back link as quality back link when it has the following:
1. Link should be placed in relevant website.
2. keyword should be relevant for the linking page.
3. The website where link place give more importance, so choose high PR sites.
4. Do competitor research and find out webpages where the competitor place his links.

Correct, nowadays you need to focus on Quality over Quantity. You will get nothing if you have tons of backlinks but almost them have very less quality.

There's a lot of myths surrounding this topic. Some people claim that backlinks are useless. But that is just a myth. The truth is, yes Google still consider backlinks, as a matter of fact, more important than ever. However, if you use old school link building methods, public blog networks, spun content etc, then of course Google will penalize your website. If someone link to you naturally, then without doubt, that is the thing that the big G is looking for.

A site with volatile ownership (via whois) or several drops may tell Google to “reset” the site’s history, negating links pointing to the domain.

How? Very easy, learn learn and learn a lot.
Like others say, content always the best. But not only that, you must promote it to your sharers. Who are your sharers? people who are relate with your niche. Ok just follow my tips:
1. Finding your sharers, for example:
If you working at internet marketing, searching for keyword "best internet marketing blog" These guys are your sharers. Of course, there are many ways to find out them.
2. Find out what content they usually share and link for, you can find this on their website, social,...
3. After that, selecting the content that they share most and writing quality content about that.
4. Promoting your content, ask yourself "how to bring your content to them". Mailling for them and showing them your content.
I make sure this is one of the best ways to get quality backlinks

Google consider only Quality Backlink and that will help your off page SEO, Don't Go for the Quantity Backlink because it will be count in spam & You will not revive ranking.

Try to get backlink from niche sites that will improve your ranking quickly
