Boilerplate Content vs Duplicate Content

Hi all,

How does boilerplate content differ exactly from duplicate content according to Google?

I have come across to several websites with geo-targeted pages.
Pages look exactly the same across a given website. The only things that change are the name of the city they serve and of course the URLs. Everything else (including sometimes even the images) is the same, with entire paragraphs that are just duplicated.

Keyword ranking for some of these pages still seems quite good, even if no proper canonicalization was done (each page has a rel=canonical pointing to itself).

Any thought?

    If pages are virtually identical, Google will often just pick the one it thinks is best for the user query and will not list the others.
