    To push negative link down you have to get more positive links, by virtue of which negative link automatically will pushed down from google searches.

    If you are asking about how to negate the effects of negative links, I'm not really sure if it is necessary. Supposedly, the latest iteration of Penguin ignores bad links instead of penalizing sites like it did in the past. The only time they would come into play is a penalty implemented through a manual action taken by Google.

    If they are a problem (or just plain bothering you), use the disavow tool in Search Console. And, of course, continue to bolster your link building campaign with good links - something you should be doing regardless.
