Well, first you need to start with the definition of relevance: the quality or state of being closely connected or appropriate.

Then, you need to use your brain ... "does this other website/page have anything to do with my website/page?" Are they related at all? If so, the link is relevant.

Sorry, but sometimes there are no SEO tools that will effectively replace the one that you were born with.

First you need to figure out what the links are, you can use a tool such as SEMRush or Ubersuggest for identification. You will need to manually check each link, i.e. go to each site and check that is it relevant to you. I am not aware of any method to shortcut this.

To avoid spammy links, you need to make sure to build backlinks yourself and also keep records of the backlinks you are building....

Relevance is all about the same industry. For example: if you are working in tech industry then tech blogs tech product review sites are all relevant where as apparel sites are irrelevant to you.

If your goal is to avoid "spam links", then relevance has nothing to do with that,
not to mention there is no way you will ever avoid spam links in a first place.

You can use backlink checkers available online to check your backlink profile. Only you will know if the backlink is relevant or not.

To find inbound links in Link Explorer, follow these steps within the Inbound Links section:

1: Use the drop-down to select the scope of your search and see data for a root domain, subdomain, or exact page
2: Enter the site you'd like to research into the search box and click Analyze
3: Select Followed on the right-hand side to filter by followed links
4: You'll see a list of backlinks sorted by descending Domain Authority (DA)
And how in the world does that answer the O.P.'s question? Domain Authority (which is a made up stat) has absolutely nothing to do with relevance.

Inbound Links are very important for SEO. If you are concerned with the relevance of the inbound links then definitely you are at the right track. If you want to check relevance of inbound links there is no as such tool for this but you will have to manually check them. Key is to check if the website is posting in the same niche. For example: there is a tech blog, then ideally the posts should be related to hosting, servers, development, etc. A fashion related post will be considered irrelevant.

Inbound links makes a base of your onpage because when you got a backlink to your any page which have a good inbound link structure will surly transfers link juice to each and every page which having a inbound link on it. This will improve the Page Authority of those pages also.

So, a good inbound linking surely improve your SEO try to do in a way that it looks natural, means gives a link only from a relevant anchors, now you would ask How to find relevancy ? So just readout your article as a user perspective and figure out those keywords which needs some detail to explain its meaning and if you have a details about those keyword in you site so just link them, this is easy and simple technique to find relevant interlinking (this is my personal method and I got great success from this method)

Now for a outbound links first of all do reverse engineering on your competitors site try to find the OBL they have. Analyze them deeply and note down their metrics links DA, PA, OBL quantity, CF, TF. Then apply the same formula as we discuss above for interlinking, when you find a relevant article to link analyze their metrics and compare them with the metrics of your competitors and then select the best one. Hope it helps you
