I know, this question has been around this forum for a while, but I didnt found any good answer yet. Recently I bought one keyword rich domain with good CPC, and have around 16 advertisers, see Spyfu screenshot below :

However, when I add keyword on site title, tags, content etc, there's only two relevant ads shown on the site, the other doesnt relevant at all. Why this happen? How can I get more relevant ads?

Whats the advertising network you are working with? Adsense? According to The statistics it doesn't seem that you use Adsense. Whats that network?

Caution: May take a long time for section targeted to be recognized.

Google tells you when you start putting ads on a site to be patient.
It may take a couple of weeks for the ads to get better.

Then it may be shear coincidence. Section targeting by what you propose is
hardly done in 20 minutes. Google even tells you it may take up to 2 weeks.
              With no guarantees.

There's more than one way to get targeted ads. I would not rely on section
              targeting. Ever.

There is also a word of caution from google about doing such things:

In order to properly implement this feature, you'll need to include a significant amount of content within the section targeting tags.
In addition, please keep in mind that this feature should only be used to emphasize significant sections of your site's relevant content.
Is that a significant section of your content? It's not really even content. I'd
would err on the side of caution and STFU.

And you would really need to use "ignore" as well, or google looks at the content
all over the page. Which, is not a bad thing.

Targeted ads don't exist like they used to. They are now more based on your browsing habits unless you land on a site directly from Google then Google use that recent search to judge the relevancy of the ads.

Of course on a tech blog those ads will be tech ads and on health blog they will be health ads mostly but you'll be hard pushed to calculating the relevancy since those changes were made.
