Definitely those site owners will not offer it. You have to find backlinks of competitors web site to catch some of .edu and .gov links. Use Yahoo site explorer ot a particular software.

Through Google search, just refine your search queries like this:

site:.edu inurl:blog + your keywords
site:.gov inurl:forum + your keywords

To find your own .gov/.edu pages that you can get backlinks on, you will need to use a variety of strings in your Google search. You can combine this with SEOquake to also target those pages with high PR.

Nowadays its very difficult to find .edu backlinks except joining forums of universities. And usually these forums can make only one backlink for your website and its through your profile and indexing them is not so easy. I use site:.edu + my keywords for finding them.

You can post to most of them but you should post relevant posts and if they think you are spamming, they easily ban your account.

there are some on fiverr,
but i would sample them on a site i am not too worried about first
I had a few good experiences there and then one totally naff one that dropped me to page 35 from page 3 !!!!

steady and slow is the best way even if you only add 1 or 2 per week

I offer some, or you can just do a search for .edu blog or forum and then you can create them pretty easily. You can also grab the footprint for certain blogs (wordpress, blogengine) and then use that in your search.
