I'm new to the internet marketing, and I wanted to know if you submit a new video with fresh content multiple times to a social networking site, does this count as a single link, or multiple links?

    To the same site? You'll probably get multiple links immediately, but as soon as Google realizes they are the same they will disappear.

    Best bet is to submit it to multiple sites, rather than just one.

    There are many social networking sites for you to submit your video, so there is no reason for you to submit it multiple times to the same site.

    But if i submit say via tube mogul/traffic geyser, and keep refreshing my content, will i still get one link per site i submit to ? or will this be counted as multiple links ie will my video get higher on google??

      No there are so many social networking sites for submit the videos. If you are submit the video to the social networking sites and you click on that video for multiple sites than it is consider as a single link, because all the time the link is same but the page is different than the back link is counted as multiple times.
