Complexity of the design - does it matter?

I know it might be a silly question but do you think websites with complex designs rank better than very simple websites (as in 1 div + paragraphs)
Could all the fancy schmancy nested divs, cool headers and footers receive additional points for trying?
I know technically it shouldn't matter but I wouldn't be surprised if G. included in their algorithm:
good design = author puts a lot of work into it = he should be rewarded
basic/no design = author is lazy = no cookie for him

And before you say there's a lot of old sites with crappy design ranking well - well, they have age on their side.
