I want to know that does google implement any penalty on duplicate content.

I mean will google sue them ( google will ask money or something?)

Google cant really sue you for duplicate content...the original owner of the content could assuming they didnt want it circulated...but very few people wouldnt want their content circulated as it creates buzz and authority for them. Being Penalized by Google doesnt mean you are doing anything illegal, it just means you are going against their guidelines.

  About 99.9% of what people think is "duplicate content" isn't really duplicate content, anyway.
  
  It's "syndicated content".
