Adding extra words to phrases

Does anyone know how it affects search engines to put in extra words? Such as, if the term "fleas dog" has good search numbers but would be difficult to use in content, how would it work to phrase it as "fleas on dogs"? I thought I remember reading somewhere that Google doesn't recognize small extra words.

    These words are called "stop words". Initially they were not being indexed by the search engines. Therefore "fleas on dog" in your content, the search engines indexed it as "fleas dog".

    But, according to Dan Thies (an SEO expert), somewhere along the line, the search engines started to index stop words. So what you are proposing to do will not work.
