How are they getting these back links?

A few days ago I was making my usual keyword research and I saw some competitors going up in their rankings in an unusual way, when I started analyzing their back links I noticed a very clear pattern, most of his back links
came from OLD lycos, angelfire type of sites, pure HTML sites, most of them very aged (96, 98, etc....) with the most random topics, when I saw the back links all of them where on the highes PR pages.
My first thought was that they must be the owners of those sites, nevertheless I was reading one of them and seems to be written for an older women, another one a Metal fan teenager my question here is:
How do they created those links?
Do They bought the sites?
Where do they bought them?
Any information will be much appreciated.
