Why does adwords tool not like some words

If I enter "review" I get 175 results

If I enter "how to" I get zero results

most other "normal" terms get 800 results, when I am logged in

whats up with :"how to"

    Not sure about the "review" part of your question - it really depends on the exact term, but

    both "how" and "to" are stop words - Google simply ignores them.

    so If someone has an ehow book on "how to cook chicken"

    Google does not see the "how to"?
    so how does it pull up the most highly SEO'd or backlinked site? how does it determine the relevance of the search results

    If Google just ignores these words then "how to cook chicken"
    should bring up results for
    "cook chicken"
    in the Adwords tool

    but it brings up nothing

    long ago this kind of keywords shows some hidden niche but now the latest adwords tool doesn't show anymore

    So is there any way to make money on "how to" books etc, or what I mean is is there a search tool that brings up these results? search numbers?

    I changed how I queried the results, how to buy, how to use, how to fix, how to sve, etc etc
    that brings up results

    how to.............doesnt bring up much
