Ranking Locally with Global Domains

For the past couple of months I've been discussing the possibility to provide SEO for offline clients. Now, I have a business plan laid out and I don't need tips in that area, but I have encountered one significant problem.
The thing is, domains with my country's extension are incredibly overpriced and difficult to come by. Since the first rule of business is to protect your investment, I want to be the one who controls the link juice to a customer's website.
So, without making this a wall of text, the question is:
Can global domains be as significant as local ones in terms of backlink juice they give to a local domain? Are there any special steps that need to be taken to achieve the same ranking power? For example, setting it as a local website in Webmaster Tools?
