Clarification on buying backlinks

Okay so this term for me seems a bit "broad."
People say "stop buying backlinks, you're going to get hurt from Google.

Can anyone tell me exactly what it means by buying backlinks?
Having a service such as BMR, UAW, AR, AMR....isn't that buying backlinks?
Sites that provide high PR like highprsociety isn't that buying backlinks?
Buying blog comments to thousands of them isn't that buying backlinks?
Contacting the owner of a high PR site and asking them if you can pay them monthly to have an article/contextual backlink/w/e of your site; on their site....isn't that buying backlinks?
Help me understand this or at least distinguish which one is safe and which one is not.
