If a page has a high PR such as 9 and has hundreds of comments, would be their be any value in posting your link?

Also if a homepage has a homepage PR of 5 and a inner page PR of n/a, would commenting in the inner page give any significant value?

    Yes you get value when your link is relevant to the content you are posting no matter what the PR is. PR matters but it is very over rated. All your backlinks don't have to be from a high Pr.
