Has Seo become Counterproductive ?

It seems Google does not want you to do any Seo (white or black alike).
Everytime I tried to do some Seo, I reap the opposite results and am way back from when I did not do it. Confusingly enough, I still see spammers and black hat seors ranking but with pages dating 2010 or before and new videos but on relatively old domains (2 years +)
Since 2011, I can see signs that google has embarked on a DETERRING plan to make itself less attractive as a free online advertising venue. They want you to go somewhere else online or offline. I would not be surprised if print advertising makes a strong comeback.
This comes combined with technical difficulties.Servers are not synchronizing as they used to. That means, update your meta tags or worse submit it to index using Fetch as Google from within GWT, and you'll have pages drop and lose the age value. This because lately their data centers have a hard time updating each other. (or may be they're deliberately doing it so you don't see instant results).
