Should I build links to my article on Hubpages?

I have posted an article on Hubpages and it has 17th position in Google.com, I'm planning to build link for that so that it would have good ranking.

What would you suggest and what method should I use for link building?

    Yes you can build links to it, but I would start out slow and diversify your linking.

    Absolutely you should build links to it, just make sure you diversify and then use it to pass link juice onto your main site...

    Build backlinks as much as you can. Do you think google can ban hubpages due to spam? NO WAY.
