Stop Words in EMDs

Should we include stop words in our EMDs? - since many people say Google doesn't really take that into consideration. Say for example there's the following searches for the following keywords:
best caterer in Sydney - 2,000 exact searches
best caterer Sydney - 150 exact searches
And we want to target "best caterer in Sydney" because of the greater number of searches. If we want to get an EMD, would there be any difference in getting bestcaterersydney.com vs bestcatererinsydney.com?
Because if Google doesn't really take into account stop words, then it shouldn't make a difference right?
