Pingbacks & Mouse Here for Related Links

I've been getting pingbacks from sites which have "Mouse Here for Related Links" at the end of their article. There is a link there back to one of my articles on my website (nofollow). The link to my article is not visible unless someone moves over the Mouse Here text, but then it shows up in amongst around 6 other links.

My questions are:
1. Is this spam, or a backlink exchange or something else? If I approve their pingback and make it nofollow, does this add any cred to my website in the eyes of Google, or potentially bring me more traffic, or neither or leak link juice?

2. If it is a backlink exchange, should I only approve the pingback if the other site has better ranking/links/authority than my own?

3. And if it is a backlink exchange, I would like to use the same linkbox on my own site so the other site is not visible on my blog unless someone does a mouse over. Is it a plugin?

    After further investigations I found this:

    So is this black hat? Or is it ok for someone to do? Is it a good idea to delete these pingbacks on my site? What's to stop me deleting the pingback on my site, and allowing others from his site to come visiting at my place if they want?

    Surely everyone would do that when they get this sort of pingback, in which case, the person putting that mouse over link on their site, linking to mine, is wasting their time?
