Adsense not showing display ads in the content network

I recently started an Adwords campaign with display (banner) ads of varying sizes on the content network only. My bids on keywords are about the same as I am bidding on a similar search network campaign but my content network display ad campaign is getting no clicks and no impressions. The campaign and all of the ads are active but not being displayed.
Is this entirely because my CPC bid amount is too low or are there other factors involved?
The keywords do not have a quality score since I am using the content network only so I don't think it is a quality score issue.
This is my first time running this type of campaign so I do not know what bid strategy I should be using.
Can anyone give me any advise on how to get my ads to display? Or should I just stick to doing text ads on the search network?

    Hi Ben,

    Actually Google introduced Quality Scores for the Content Network a few months back. So yes, QS does apply to the Content Network, but has a totally seperate algorithm.

    If you are choosing the "display ad" format then you are competing with the texts ads that would display in a particular ad unit. The most important concept to consider is that you must outbid all collective bids of the text ads your display ad displaces.

    You are likely not bidding high enough because you must bid high enough to replace all the revenue of the multiple ads within the ad unit.

    One of the reasons that you tend to get higher CTR on display ads is that you are displacing all the competing text ads with you single display ad. You are effectively pushing your competitors completely out of the ad unit.

    If you find a website that has highly targeted traffic that converts well, this can be a very effective strategy of dominating the ad space on that site.

    how long ago did you submit the ads? Can take a couple of days before they are approved.

    Make sure they're not disapproved.

    CPC could also be a factor

      I submitted the ads a few days ago and they have been approved.
      It must be that my CPC bids are too low.
