Google Ranking Wordpress 'Tags' Post Penguin

I've noticed that on my penguin-slapped sites, G often ranks tags instead of specific pages.
Has anyone else noticed this?
Is this a bad thing? Is there any way that I can do any optimization to exclude these tags.. or optimize them further for better rankings?
I am sorry this is kind a dumb post -- I just was wondering people's thoughts on the issue.
