Can I do an agency SEO campaign alone?

I have been given a few quotes by agencies to optimise my site for 10 keywords. Will they do all the work themselves or just outsource it? Is it possible for me to do it all myself using freelancer etc?

    Some companies outsource while others have their own staff. The ones who outsource will generally be less effective, more expensive and not always time-efficient.
