Can i do on page optimization after off page optimization for the same effect?

As the title says,
say I improve on page optimization later,
does it have the same effect as if it I did it in the first place, in regard to ranking?

      i have done some optimization first, but theres more optimization to be done-
      but the point is- its the link building that takes time, on page stuff takes a day at most

        As you said you can do op-page optimization in a day!
