So i was studying some webstats last night ad i came across a page with a certain niche. when i looked through its incoming links, i would say that about 70% of them had absolutely nothing to do with the site niche. This sites google pr was a 2. How is it possible to rank that high which such different incomig links, isnt that supposed to hurt your rank?

    Google will catch up with them. But it also depends what his site's stats are like. People may find his site useful and thats why he stays up there. But if the links are ridiculously spammy he'll drop at some point.

    A PageRank of 2 is not that high. Further, PageRank is one of hundreds of factors that Google uses to determine the position of a web page in SERP’s based on user queries. There are many more factors you would have to take into account in order to determine how successful this particular website you saw is in terms of search visibility. A website could also have many inbound links from directory listings, free business listing websites, and other similar properties that really have nothing to do with any business or website that they are linked to other than they are providing contact information.
