Resubmitting a site that was not accepted because of duplicate content

A while back, I submitted a site to Google's search index and used webmaster tools to submit the sitemap as well. The site was the exact same template as the original but had a few minor changes in the content. In the past, this wasn't a huge issue because I would change the content to become unique and over time the site would improve it's rankings....

I have completely changed all of the content. I also checked to see if it had been blacklisted but it doesn't appear to have. So, here is the question.

Do I just need to resubmit the site, or has the domain been flagged or penalized now?

You need to search on google for a free to use penalized tool, or for a tool that will tell you if your website has been banned.

I used Google Sandbox and Penalty Checker Tool and it's saying that it's "possible" that it has been penalized or sandboxed. I guess the best route is to double check all of the content and submit the domain for reconsideration.

The best thing you can do is to confirm with Google whose index you want to enter. THat is all that matters.

You do this through your Google Webmasters account (create one if you already have not done so) and submit a sitemap through the Webmasters interface. You will see any relevant messages about your site being penalized in the Webmasters interface. That is how Google communicates with site owners.

I tried that tool on 5 sites that I know for sure aren't sand-boxed or penalized, it said they all were 'possibly penalized or sandbox-ed', so I wouldn't read too much into it. There is no sure way of knowing you were penalized, in some rare instanced they will actually contact the site owner via webmasters, but it is usually just suddenly disappearing.

Did you get the message which says "not accepted due to duplicated content" or what?

No, I never got a message like that. I just noticed that 0 pages had been indexed.

I dont think you should have an issue as long as the content is original..
