Question About Bing and content (mobile app)

Hi, there I wonder how BIng ads content (mobile app) work. Is any one know about it? The thing is i try to use bing and content network and all of it device support. it turn out that my daily budget been deplete by mobile app all the time and it doesn't convert. So i began to wondering about how it work? is the keyword i put in the add keyword are relevant to the where ads show or it just random in some mobile app of iOS that may not relevant to keyword? since it's a content so it's kind of puzzle me. And is there anyone know how to turn off this mobile-app-ads? I want my content ads to show on all device but want it to show on a website not a mobile app which is i don't know how it work so if anyone know anything about this topic please enlighten me.Thank you.
