Why are these sites ranking well?

At the bottom of each of these single page sites there's a "labels" module. It contains the keywords the sites are targeting. These sites are ranking #1 in Google for all of them.
This person either re-writes the sales copy using broken English or copy's paragraphs from the sales copy word for word!
How can sites such as this rank #1 in Google for so many different keywords? I understand that some of the keywords aren't very good. However, this person ranks 1st in Google for "product name review" and "product name ebook" keywords constantly. As far as I know these keyword types convert reasonably well..

While checking one of the sites backlinks I noticed this.. screenshot of backlinks according to ahrefs
How does this backlink have a ranking of 279?
This is where the link is coming from.. www.sandiegocitd.org
It has nothing to do with this niche at all, and when I scroll down I notice that the content is impossible to make sense of and appears to be keyword stuffing.
Is there any black hat SEO happening here? Do backlinks suck as these carry much weight?
