Do you think which one is the effective in term of target SEO keyword?

1. One PRIMARY article in the homepage will be a static one.
2. All latest posts with EXCERPT will be on homepage.
3. One FULL PRIMARY ARTICLE as Sticky and all latest posts as Excerpt on homepage.
4. One PRIMARY ARTICLE as Sticky & Excerpt and all latest posts as Excerpt on homepage.

Which one has the most influence or effective in term of ranking the Primary Keyword?

I usually do number 3 on your list or sometimes I will manually edit the index.php file to change my homepage for my primary content and have the blog post excerpts follow below. As far as targeting a primary keyword for your homepage I can't say that it would matter with any the options you listed really. All that matters is the content on the homepage works for that keyword. Hopefully yukon can chime in on this topic and give you his advice. He is really knowledgeable about structuring WP sites.

As I've seen most of the websites are using 1 & 2, that s why I wonder which one is the most preferred structures in term of SEO.

Some people said that Google loves fresh contents added, so the structure 2 is better.
Some people said that Static Homepage gets better attracted as it will contains the main keyword title and content at all the time.

That's confusing! I know it's all good, but if someone could tell if which one is better, it'll be a great advice.

If you focus on a specific keyword I would go for the static homepage, simply cause that way it will never change and thus your rankings can't be negatively affected in case you add new posts that are less relevant.

In case of a static homepage do make sure you have some linking structure in place so that when you put up a new post that it will receive link juice. Recent posts widgets do not always work when chosing a static page for your homepage.

I guess it all depends on your niche and what you're trying to accomplish with your site. If you want a site with a concrete home page that stays constant and helps readers navigate/understand your site, go with static. If you want a more traditional blog than go with just top-down hierarchy. If you want a combo, go with sticky post. It's just so dependent on the desired style of your site and your end-goals for it.

Depends what your goals are. Are you trying to develop a following or purely want search engine results?

This would ultimately determine how I structure my website.
