Renew an old blog post

So I have an old blog post from, posted September 2012,
The URL/Page has a PR of 1, and it is suitable for my targeted keyword
However, the content is old, and I need to renew it.

What I intend to do is to renew the content, and start building links over the same page. Is that fine? And how would it affect SEO?

    I would recommend leaving the existing content in place and adding more content to the page.

    For instance, if the September 2012 content is no longer relevant today because of market changes, I would just add the heading "UPDATE", and add the new content below.

    After doing this, start building some links to the page.
