Small internal duplicate content is an issue?

When I'm checking my site internal and external duplicates contents using the Copyscape and siteliner. I can't see any external, but there are several internal duplicate contents. When I deeply analyze the contents, these duplicate issue cases how to guides category posts. All the posts are not identical, but some of the posts have same sentences (two or three sentences repeated some posts). Because of these tutorials has same and/or similar steps. According to the siteliner, duplicate ratio is 10 - 30 % (most of the posts) including sidebar new posts and popular posts widgets and top navigation bar.
It will be a big issue with the panda and phantom updates?
