I'm looking for some PR2 or PR3 sites and That ALLOW anchor text on the homepage in an article format. I don't want side links or links on inner pages with No Page Rank. I'd like a url that has been consistently online for 4 years or more, without huge gaps of time between purchases when I check it on way back machine and DA40 PA40 Linking domains at least 300 with about a thousand inbound links. Does anyone have construction or home improvement sites like that?? I don't want to buy links on site with a bunch of little paragraphs and pictures on the homepage that say "Read More" and open up to inner pages that has the anchor text, because 9 times outta 10 they don't have any PR. Please ... I need some """""QUALITY"""" sites.

If you are looking for in-content backlinks, my advice would be to find top 100 blogs in this niche and kindly ask webmasters to submit your link. Also tell them that you are ready to pay a small amount. Yes, you will waste some hours (or maybe more!), but it will be much better if you choose the websites YOURSELF!

Getting a link on the homepage is a tip off that it's paid.

Reputable link brokers buy links in articles that make sense.

Most index pages do not have articles, but a general summary
      or intro to the site.

You are much better off buying a link in an inner page, and only
one inner page that matches the link, contextual.

Good link brokers do not go by PR alone. They go by the authority
of the site, and where the article falls in SERPs. They know
      everything flows downhill.

Start thinking like a reputable link broker. They would not be looking for
      100 blogs.

OP theres so much wrong with your criteria I don't know where to start but I will try

    A) The wayback machine does NOT give you a thorough indication of a sites existence. A site can be on and up for years and not have an entry and it can have months or even years between entries and still be up. the wayback machine is a sporadic snap shot of some sites on the internet nothing more.

    B) a real site that has been in existence for four years is not likely to give you a permanent link on their home page with anchor text within article context. Only a crappy site is going to give you that with any guarantee the article will not be moved

and DA40 PA40 Linking domains at least 300 with about a thousand inbound links
Look for quality if you are looking for quality. If the links are good and the DA well deserved it does not matter squat whether there are a thousand links or not. Pickiness when there is a quality issue is fine. pickiness for some arbitrary quantity issue is pointless

and open up to inner pages that has the anchor text, because 9 times outta 10 they don't have any PR.
A new article is never going to show PR right away and worse so if your articles was posted after January of this year. If you get a link from a high pr page especially 3 and up the article page does have PR. Its just not showing in the toolbar which is an entirely different issue.

in other words to sum up - you need to completely rethink your criteria because you will seldom if ever find it being met.
