I have a small web design business and trying to rank for a fairly high key phrase around 1200 local searched a month with "high" competition. Would anyone recommend creating small "mini niche sites linking back to my main site to increase my rankings?

You could create a network of "Super web2.0 sites" which would mimick the same effect, plus it would be whitehat and not look spammy.

Instead of just creating the usual 1 post wonder web2.0 it could look like a mini site:
    https://sites.google.com/site/mercer...sonaltrainers/

More importantly I would ensure you have a Google place page, optimized with reviews along with directory listings on all the major sites: yelp, yahoo, yellowpages, etc.

You should also attach your Google Authorship to your website (one in signature?)
    Google Structured Data Testing Tool

Using Google's rich snippet tool you can see it's not added.

Unless you plan on leveraging a private network for other clients it's not the most efficient way to go about local rankings.

^As he said, web 2.0 properties are a good, cheap way to do so. If you are going to be creating your own buffer sites you want to make sure that you are able to keep them as separate from one another as possible (different hosts, themes) etc and not abuse them across multiple sites without seeding content. Creating a real blog network is costly.

I would have been gone for content oriented strategies, No matter if it redirect only few high quality back links.

Web 2.0 like explained above and Press releases have been working for me and sending an email notification to the blogs in my target location and letting them know they might be interested.

I think that would be too much work for you, anyway what do you mean by builiding "mini niche sites", do you buy another domain and link back?

yes,you can create mini niche site to link back to your main sites but again it needs to be done in a correct manner ! Its not like you have developed a niche site and link with your main site..... Doing it in-correct manner may get you penalized.
