Need help with spammy inbound links.

I'm looking for a vendor to help me with a site that I "think" has been hit by spammy links. I need these links removed or whatever the process is.

I inhereted a site that was blasted with thousands of links that made no sense and all done at the same time....

Has it completely lost ranking or still ranking for some keywords?

Also, can you ascertain the number of quality links linking to the site in question?

One of the options is to disavow it or
Build top notch links..

Have you ever wondered why high PR sites aren't affected easily by junk links? I guess you know the answer.
