Based on the report at Quarkbase : Everything about a Website (http://www.quarkbase.com/) -- it's not run by WP and so it's not a WP theme.

The good thing about using the PHP version -- if your server is able -- is that the date shows up in the browser in plain text -- not a javascript coded page. You don't have to rely on the user's...
