Why can' t Bing Webmaster Tools verify my site?

I have tried all the ways: uploaded the file, enter the code both via yoast seo and a plugin that can modify headers and footers but it still doesn' t seem to work. Is it a problem on bing' s side...

Im just after it in google. I get 0.4% clicks but it isnt my title. My rirlw gets 15% but there arent many searches for it.
