I find that sitemaps are a huge help on getting indexed quickly. I have been working on a new tool for creating quick basic sitemaps (http://www.bumideas.com/sitemap-generator-tool/).

If I were you, I would make sure that the download pages are protected so that it could not be indexed and directly accessed. Bad behaving robots will simply ignore the robots.txt or meta...
