    Web design tools are for example wix, blogger, wordpress, tumbler, joomla are the general tools most new developers will go for.

    However the problem is when you need to build real web applications that do more than just blog posts. Would you like to build a blog type website or application type?

      Dreamweaver is the best web designing tool. However, to take advantage of its great features, it takes time to learn. On the other hand, if you're looking for a quick static site, you can use one of the many drag and drop web page builders available at places like weebly, wix, or web.com.

      Personally, I would suggest you use a Word Press site, hosted on your own domain. Word Press is flexible and it's easy to install and use; plus there are plenty of templates available, both free and affordable. If you're new to web design, there is plenty of training available online.

        IMO, for beginners, it would be Wordpress. But it really depends on the website you're trying to build. For example, if you're trying to build an ecommerce website, it's more convenient if you use Magento or Joomla. Something like that.
