    I would look for freelancers on upwork. There are also a lot of plugins that offer drag and drop builders and nice templates that would be worth looking into.

    I use a drag and drop builder myself and focus on just making my site 1% better every day. You'll be surprised how good you get at it!

    I use Thrive Content Builder from Thrive themes, I've also used Layerswp and really like it.

    For a custom website design, there are many options.
    I would not suggest looking on UpWork or places like that for a web designer; they are generally basic.
    Look around on forums for designers - view their portfolio - and if you like what you see - go for it.

    You could always buy a pre-made theme and use it. Alternatively, you could always get a designer to modify it to your liking - something like a base framework and go from there.

    With your budget - you should be getting something excellent.

      I just feel in some areas it looks tacky and rough

    You can actually join some facebook groups. there are some really active ones such as screw the nine to five community, freelance to project, and so forth. You can find established freelancers who are very well versed in website design.
