Strange to say the least but I am trying to find a web designer overseas preferably as my budget is not huge. someone who has experience with Marketing websites, branding, designing, developing, digital products, mobile applications:, SEO etc. In the past I have hired someone in India from freelancer he was really honest and trustworthy but the quality of the site wasn't the best. What to do? where to go?

    You can try finding offshore freelancers on Fiverr, Upwork, Elance, and Onlinejobs.ph. Make sure to go for experienced ones that can provide you a portfolio. If they don't have one available, try out their skills through a paid test project and see how it goes. Good luck!

    Yes you can find people on the usual outsourcer / freelancer sites, make sure they have plenty of good feedback and ask for samples of their work, anybody decent will show a portfolio and choose a style that suits.
    There are site where you can buy ready made websites I don't mean Wix, where you can then edit or get someone else to edit.
