To design a quick and easy website I use Weebly for many of my clients. I then give them a tutorial of its drag and drop elements and they are more than happy. If its something you don't want to spend much time on I would recommend Weebly. If you want something a bit extra then WordPress.

As everyone recommended here, I also suggest you use WordPress for your website. But you need to know how to setup WordPress and bring out a full-featured website from it.

At least, the basic of HTML and CSS will help you a lot in the journey.

There are many ways to design a website.But it depends on what your purpose is and the knowledge of programming and stuff.
Even a guy with zero programming knowledge can easily put up a site using sites like wordpress etc.
If you need to design from the bottom,you'll have to use html,php,java,css and stuff like that.
There are templates to download,so you just have to edit some coding to change it to what you want.
