    I predominantly use Inkscape (and Gimp) both free, but I'm guessing most will use PhotoShop.

    Webdesign = graphics

    Web development = coding

    No clue of HTML/CSS? Get someone to do the work for you. Or use Wordpress or any other CMS with free templates.

    No clue of graphic design? Get someone to do the work for you. Or use free graphics (google).

    If someone is good in webdesign it does not mean he is good in coding. Most designers suck at coding.
    Most coders suck in design.

    There are tons of tutorials and videos out there where you can learn. There is NO "1-click" software that will do everything for you.

    No ideas? Get inspired (google). Everything begins with an idea.

    No clue of what I am talking about? Forget webdesign/coding.

    Personally I am using Photoshop for graphics, notepad++ for coding HTML/CSS/JS.

    For very beginners, you can try the CoffeeCup Visual Site Designer. It's the easiest way to create website. All you have to play with visuals and drag and dropping things. You don't need any coding skills to work on this.

    Best if you have the access to them is Photoshop for Photos, Illustrator for Graphics, and Dreamweaver for Web Development.

    Try not to use the GUI on Dreamweaver, it writes crap code.
