It's relatively simple, as long as you have something newsworthy of course (i.e. not an ad!).
Here's the "big secret":
Get written-about in your local newspaper first!
You have a much better chance of being covered. They have less to write about so your "news" may prove very welcome. They're also more likely to give you coverage by virtue of the fact that you're local, especially if whatever you're doing helps the local community in some way too.
When you appear in the local paper, photocopy it and send it to larger outlets along with your press release.
Larger papers and magazine pay very close attention to articles with a "proven record" of publication. It's a matter of credibility. (i.e. "If they went to the trouble of publishing this, there must be something in it...").
