domain name buyer wants valuation certificate?

I just received an email from someone interested in one of my domains requesting a domain valuation certificate. Does this sound legit to you?

    Hard to tell.

    I'm a domainer (20 years) and I don't need a valuation certificate. If you have a domain, I know the value (or a good market approximation). But the chap could be a newbie. Really not possible to say. Maybe if it is a scam, someone here is aware of it.

    You can get a free one from DomainIndex.com or get it manually appraised for a fee.

    P.S:

    You have a good business model (selling cheap domains). I sell low, medium, and high-end. Good money in it. But - and this isn't intended to be unkind; just the opposite - you should learn how to find high-value domains. You'll make more money, and much easier!

    A lot of times this is just a scam for you to pay for valuation and the money will go to them and you'll never hear from that buyer again.

    If you're selling domains you don't need valuation certificates!

    SCAM. I've never seen a legitimate buyer ask for an appraisal. They try to get you to buy an appraisal, make money from that, then you'll never hear from them again.
