The key to an 'authority' site is not the CMS but how you structure the content, the quality of it, and the backlinking. Its position in the SERPS is dependant on these plus the usual SEO factors...

Here's a list I was given. Not checked them all out myself as yet but they all offer some sort of free image service even if by commons licence or attribution/linkage.
