Would a URL structure change affect AdSense content?

About a month ago, I re-did my URL structure (properly redirecting everything of course) from a dirty format to a much cleaner one.

Was:
*.com/some-location-information-city-state

Now:
.com/state/city/information

Before the change, my CTR was around 4%. Now, it's consistently <1%. The ads being displayed are mostly irrelevant with much lower CPC. They were very relevant with higher CPC before the structure change. I assumed it would take a week or two, but couldn't find any threads on this subject before I performed the change. Have I simply not allowed enough time/patience for Google to catch up? Or did I frick myself?

    Google changed how they deliver Adsense ads about a year ago, it's mostly irrelevant local ads with low CTRs.

    Back in the day page titles alone influenced ad relevancy.

      But on my site it wasn't, prior to the URL structure change. You'd think they would try it all, and see what converts best for the particular site--since they want more clicks too. What I'm wondering is if there's a transition period here where they're doing all that trial-and-error again. And if there is, how long that takes. I thought it would be shorter.
