Build a bunch of high-quality sites, give yourself backlinks.

Call companies in related niches, convince them to link to you.

With the start of marketing i.e. SEO, you can start with QnA sites that are highly authoritative. Rest the other task like Guest Posting, Blogging, Social Bookmarking, Video Submission, Article submission etc must be done on high authoritative sites that contains high popularity as well which helps in generating quality backlinks for a website. Remember, Google is now checking the quality of the contents as well. So, keep it interesting, engaging & informative.

Heck, if you create link-worthy assets, you get a few links without doing anything... Every now and then, some random insomniac finds your asset on page 5 or 34 of Google and links to it.

In other words, folks, John Romaine has, indeed, given you the key to the Heavens. Are you going to use it or are you going to keep doing the same crappy quality link-building most people around here call 'best?"

High quality backlinks can be generated by using the high authority sites which helps in getting quality backlink to your site so that it can drag the attention of its audience towards your site easily. White Hat SEO is the best way to get high quality backlink as it is a legal way to upsurge the rank of a website on Google search engine.

Some of the best sites to get high quality backlinks are:

1. QnA
2. Social Bookmarking
3. Guest Posting
4. PBN
5. Article Submission
6. Blog posting
7. Video Submission

Review your current backlink profile. Take time to review your domain’s current backlink profile. The formerly mentioned Ahrefs is an industry standard tool that provides a wealth of information, but there are others to help you examine your site’s link profile and domain authority.

A great way to get very high quality backlinks can be from sponsoring companies, offering scholarships for universities & colleges, pay for guest post on news sites like Huffington Post, Forbes etc These will be your highest quality & most expensive backlinks, depending on your project it may or may not be worth the investment.

For cheaper alternatives there are many methods:

Guest Posts
PBN's
High Quality Blog Comments
directory submissions
social bookmarks
press releases

It all depends on how important your project is and how much time and money you can afford to invest in your project.

You are operating a Government-related site, so essence you're promoting the Government. And did you know that the Government gives out free grants to many businesses when their business aspects are aligned with theirs? - which largely has to do with providing community services - which your site clearly does: Jobs/Employment/Careers!

Just the sheer niche that you're in makes it a perfect reason to get backlinks and support from any plenty of Gov sites and offices such as workforce programs in your area and beyond.

People need this information, especially in this economy. And who knows, maybe you can even get free grant from the Government to promote your site and all activities connected to it e.g. seminars, webinars, job fairs, etc. Better check into this ~ Quick!

This is my SEO plan:
1. Optimize website
2. Hire good writer write a good press release and hire someone submit it to press release site.
3. Bookmark homepage and posts at good bookmarking site.
4. Create a video (you can hire someone do it), after that submit it to Youtube. Youtube is biggest web 2.0 site and good search engine. You can submit the same video to others video site as Vimeo, Dailymotion for backlinks also.
5. Guest post at authority site. If you outsource it, you need at least 2 guys: 1 writer and 1 assistant for blogger outreach.

Do step 3 to step 5 weekly, you will see the increase ranking of your website.
