If am not uploaded site map xml and robots txt files on my website..... can I promote my website in Google?

Can you tell me you not want to index your site in google.? If you index your site you should update sitemap xml and robots txt file providing guide line for google, I mean when google boots index your site than robots txt file providing guideline which type of page google index or not.
